
BOROUGH OF PITCAIRN ORDINANCE NO. 1039 AN ORDINANCE OF THE BOROUGH OF PITCAIRN AMENDING ORDINANCE NO. 917 AS AMENDED AND FIXING THE SALARIES AND RATES OF COMPENSATION FOR THE APPOINTIVE OFFICERS, AND MONTHLY AND HOURLY EMPLOYEES OF THE BOROUGH OF PITCAIRN, ALLEGHENY COUNTY, PENNSYLVANIA BEGINNIG JANUARY 2021. WHEREAS, the Borough has, by Ordinance no. 917 set the salaries and/or fees of its appointed and salaried positions; and WHEREAS, the Borough has, from time to time amended Ordinance 917 to update said salaries and/or fees; and WHEREAS, the Borough desires to again amend the said Ordinance and update same to set salaries and fees to begin in January 2021. BE IT ORDAINED AND ENACTED, by the council of the Borough of Pitcairn, Allegheny County, Commonwealth of Pennsylvania, and it is hereby enacted that Ordinance No. 917, as amended, is hereby further amended as follows: SECTION 1. The salaries of the appointive officers of the Borough of Pitcairn shall be fixed as follows: Borough Solicitor $40,000.00 annually plus costs Borough Engineer $1,500.00 retainer plus hourly rate SECTION 2: Exempt monthly employees shall be as follows, per FLSA CFR 541.1: Borough Manager $ 5,472.73 Chief of Police $ 6,225.84 SECTION 3: The hourly rate of monthly employees not listed above are as follows: Office Clerk $ 18.87 per hr. Finance & Utility Department Manager $23.18 per hr. Full Time Code Enforcement Officer $18.00 per hr. Part Time Code Enforcement Clerk $14.00 per hr. Seasonal Public Works Part Time Laborer $10.00 per hr. School Crossing Guards: $37.00 per day. SECTION 4. Hourly employee's wages for public works shall be as set forth in the current Collective Bargaining Agreement. SECTION 5. Hourly employee's wages for police patrolman shall be as set forth in the current Collective Bargaining Agreement. SECTION 6. For employees of all departments, who qualify for overtime payment, overtime shall be calculated at the rate of one and one-half times their normal rate of pay after eight (8) hours work in any one day, or only after forty (40) hours work in any one work week. SECTION 7. The salaries and wages set forth in this Ordinance shall become effective on January 1, 2021. SECTION 8. That any ordinance or parts of an Ordinance, or any prior Resolution or parts of a Resolution, conflicting with the provisions of this Ordinance shall be repealed insofar as the same affects this Ordinance. SECTION 9. If any sentence, clause, section, or part of this Ordinance is for any reason found to be unconstitutional, illegal or invalid, such unconstitutionality, illegality, or invalidity shall not affect or impair any of the remaining provisions, sentences, clauses, sections or parts of this Ordinance. It is hereby declared as the intent of the Borough that this Ordinance would have been adopted had such unconstitutional, illegal or invalid sentence, clause, section or part thereof not been included herein.
