BOROUGH OF WEST VIEW SUMMARY NOTICE UNDER LOCAL GOVERNMENT UNIT DEBT ACT Notice is hereby given that the Borough Council of the Borough of West View (the Borough) at its regular meeting at 6:00 P.M., on Thursday, March 11, 2021, in the Borough Council chambers at 441 Perry Highway, West View, Pennsylvania, or at any other properly constituted meeting duly called and held on any date not less than three nor more than thirty days after the publication of this notice, the Borough Council will consider, in addition to other general business, the enactment of an ordinance authorizing the incurrence of nonelectoral indebtedness of the Borough, in an aggregate principal amount not to exceed $8,500,000, evidenced by the Borough's General Obligation Bonds, Series of 2021, to pay the costs of a project consisting of the refunding of outstanding bonds and financing of various capital expenditures, and providing further for: the filing of a Debt Statement; the form, date, denomination, term, maximum interest rates and other characteristics of bonds to evidence said indebtedness; the execution of the bonds; the general obligation nature of the bonds; the covenant to appropriate funds for the payment of the bonds; the pledge of taxing power to secure the bonds; the establishment of a sinking fund; the sale of the bonds; the approval of an Official Statement; the application of the proceeds of the bonds; covenants relating to compliance with securities laws and federal income tax laws; the provision of bond insurance; the execution of a continuing disclosure agreement; and other proper matters. The Borough Council may also act on such other matters as may properly be presented to the meeting. A copy of the full text of the proposed ordinance may be examined by any citizen in the office of the Borough Manager at 441 Perry Highway, West View, Pennsylvania, between the hours of 8:00 a.m. and 4:00 p.m. on regular business days. Amendments may be made to the proposed ordinance prior to enactment. Under the provisions of Act 15 of 2020, public meetings will be held by electronic means.
