Public notice is hereby given that the Borough of Munhall will receive sealed bids at the Borough Building, 1900 West Street, Munhall, Pennsylvania 15120 on Tuesday April 6th, 2021, until 11:00 A.M. prevailing time for the following Contract: CONTRACT NO. 2021-01 MUNHALL BOROUGH, 1860 WEST STREET UTILITIES AND SITE PACKAGE #1 The contract consists of site utility (Water, Natural Gas, and Sanitary Sewer) installation for a new Borough Office Building. Project will also include site and pavement restoration, new concrete walks and ADA Curb ramps, and site protective guardrail installation. Plans and specifications are on file at the office of the Owner and at the office of HATCH, 1600 West Carson Street, Suite 1, Pittsburgh, PA 15219. Bids may not qualify any of the specifications. Immediately after the closing time for receipt of bids, all bids will be publicly opened and read aloud at the Borough Building located at 1900 West Street, Munhall, Pennsylvania 15120. Copies of plans and specifications for this Contract may be purchased from Hatch, 1600 West Carson Street, Pittsburgh, PA 15219. The cost of an electronic version is $25.00 per set, nonrefundable. All interested parties intending to submit a bid to the Borough for the project must obtain the plans and specifications from Hatch. A certified check payable to the Borough of Munhall or a bid bond on the bid form executed by the Bidder and a surety company approved by the Owner, in an amount equal to ten percent (10%) of the bid, shall be submitted with each bid, to guarantee the Bidder's entrance into a contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the Commonwealth of Pennsylvania or any applicable municipal ordinances. No bid may be withdrawn for sixty (60) calendar days after the scheduled closing time for receipt of bids. Compliance is required with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60 -1.4); Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran Owned Small Businesses. All Contractors submitting bids shall be required to submit a listing of past experience of similar work verifying themselves as qualified for this type of project. A pre-bid conference will be held on Tuesday March 23rd, 2021, at 10:00 AM prevailing time at the Project Location at 1860 West Street, Munhall, PA 15120.
