BOROUGH OF LEETSDALE ENACTMENT NOTICE UNDER LOCAL GOVERNMENT UNIT DEBT ACT Notice is hereby given that the Borough Council of the Borough of Leetsdale, at a meeting held on July 29, 2021, enacted an Ordinance titled and summarized as follows: AUTHORIZING THE INCURRING OF NONELECTORAL DEBT BY THE ISSUANCE OF GENERAL OBLIGATION BONDS, IN AN AGGREGATE PRINCIPAL AMOUNT NOT TO EXCEED TWO MILLION SEVEN HUNDRED THOUSAND DOLLARS ($2,700,000); COVENANTING TO PAY, AND PLEDGING UNLIMITED TAXING POWER OF THE LOCAL GOVERNMENT UNIT FOR THE PAYMENT OF, THE BONDS; AUTHORIZING THE ESTABLISHMENT OF A SINKING FUND AND APPOINTING A SINKING FUND DEPOSITORY; FIXING THE FORM, MAXIMUM INTEREST RATES, MATURITY DATES, REDEMPTION AND OTHER PROVISIONS FOR THE PAYMENT THEREOF; AUTHORIZING THE ACCEPTANCE OF A PROPOSAL FOR THE PURCHASE OF THE BONDS; AUTHORIZING A FILING OF REQUIRED DOCUMENTS WITH THE DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT; RATIFYING AND DIRECTING CERTAIN ACTIONS OF OFFICERS; AND MAKING CERTAIN OTHER COVENANTS AND PROVISIONS IN RESPECT OF THE BONDS. The Ordinance was not amended from its proposed form during final passage. The interest rates/yields on the Bonds range from 6.00% in 2022 to 6.00% in 2037. The Bonds were purchased at a price of not less than 95.00% of the principal amount, inclusive of net original issue discount, by Huntington Securities, Inc. Subsequently, and pursuant to the authority of the Ordinance, the Borough executed a definitive Bond Purchase Agreement with Huntington Securities, Inc., pursuant to which Bonds in a final par amount of $2,060,000 were sold, at a price of $2,112,165.10, representing adjustments for original issue premium of $67,165.10, and underwriter's discount of $15,000.00. The final interest rates/yields on such Bonds range from 0.30% in 2022 to 1.78% in 2037.
